The Police Assisted Addiction and Recovery Initiative (PAARI)

P.A.A.R.I. was started to support local police departments as they work with those struggling with the disease of addiction. Rather than arrest our way out of the problem of drug addiction, P.A.A.R.I. committed police departments:
• Encourage opioid drug users to seek recovery at a rehab center.
• Help distribute life saving opioid blocking drugs to prevent and treat overdoses
• Connect people suffering with opioid addiction with treatment programs and facilities to make sure they can go through opioid detox period
• Provide resources to other police departments and communities that want to do more to fight the opioid addiction epidemic, this site has information for people who would like to recover from drug addiction.

P.A.A.R.I. was created by Gloucester Police Chief Leonard Campanello and John Rosenthal to bridge the gap between police departments and those struggling with the disease of addiction. Since its founding, police departments in 24 states have joined as partners with the initiative.
PAARI has a 70% recovery rate.

– You will be helped regardless of insurance coverage or lack of coverage or if you have medicaid
– You can turn in your Heroin and other drugs, and paraphernalia – no questions, no charges
– This program is funded by donations and fundraising. No monies from taxpayers are used for funding
– It is possible you could be sent to treatment out of state if there are scholarships available

– Once assessed, they will make all calls and arrangements for finding centers to get rid of Alcohol Abuse. They will recommend a detox and/or rehab facility.
– There will be placement in a detox or rehab within 72 hours, most likely less

– Anyone can walk in asking for help
– Not eligible are those registered as sex offender and/or has been previously convicted of a felony sex offense. or those having an outstanding warrant – you will be taken into custody if your warrant is within jurisdiction. If a non-extraditable warrant, you may be referred to a First Step Coach. If you are on probation, the placement will be coordinated with your probation officer.

– Any person in need of recovery can walk in and ask for help.
– A peer support specialist and/or a volunteer facilitator will respond to the station within 75 minutes to assist in locating a detox or treatment.
– Family is also offered support at Let’s Get Real and options of other community resources.

– Not eligible are those with an outstanding warrant, have three or more drug related CONVICTIONS and at least one of those convictions from a possession with intent to distribute OR trafficking OR drug violation in a school zone, the officer or Watch Commander expresses the reasonable belief that the ANGEL (volunteer) could be seriously harmed by the subject, presents with any signs or symptoms of withdrawal or any other clear medical conditions, or simply requests at the time of intake, he or she will be immediately transported to Mercy Hospital

Know Your Rights – The Good Samaritan Law – House Bill 110
The law, effective September 13, 2016, grants immunity to callers and to the person overdosing on heroin, opioids or other drugs from arrest, charging, prosecution, conviction and penalization for a minor drug possession offense. The law requires the person who overdosed to receive a referral for treatment within 30 days of receiving medical assistance in order to receive immunity.

A provision of the law provides that:
– Immunity is only good for two times and not available for people on parole or community control.
What happens if the person granted immunity fails to follow up with the treatment referral within 30 days?
– They could be charged but that means the prosecutor would be responsible for tracking each case.
The way the law is written, is it discretionary whether a person is granted immunity or not?
– No, they are granted immunity twice. Per the law, that is mandatory.
The stipulation is that they get the follow-up assessment. Are they then required to comply with the recommendation made at that assessment?
